In Quebec, the obligation to carry out arc-flash studies arises indirectly from occupational health and safety laws:
Canadian Criminal Code (217.1): Obligation for supervisors to take necessary measures to prevent injuries, including electrical hazards.
Occupational Health and Safety Act (Quebec, S-2.1): Section 51 requires the employer to implement measures to identify, control and eliminate electrical hazards.
CSA Z462 Standard: Although not legally binding, it is considered the benchmark for electrical safety.
Employers must:
Conduct arc-flash risk analyses to assess incident energy. This must be updated every 5 years or after major modifications.
Provide personal protective equipment (PPE) that complies with CSA Z462 based on risk levels.
Implement preventive measures: equipment maintenance, demarcation of risk areas, safety procedures and use of suitable tools.
Carrying out these analyses is essential to demonstrate due diligence and comply with legal obligations to protect workers.
